Reports to : Field Services Manager Supervises : Volunteers as necessary ESSENTIAL DUTIES/FUNCTIONS : Animal Advocacy, Investigations and Law Enforcement. Enforces state and county laws pertaining to animals including complaints about nuisance animals, aggressive animals, cruelty, leash laws, licensing, etc.
Responds to requests for services pertaining to animals and initiates investigations as needed. Directs and as necessary performs regular inspections of all organized animal related activity; e. g. rodeos, pet shops, fairs, etc. to assure that animal welfare standards and laws are met. Acts as an advocate for animal welfare and ensures that decisions are made with the best interest
of all animals. Case File Management. Produces and maintains accurate case files, records, and reports as required according to Society procedures. Prepares both written and oral reports if needed and log reports into computer when required.
Patrol and Emergency Rescue. Provides emergency rescue and transportation of sick and injured domestic and wild animals. Conducts regular patrols throughout assigned areas for dogs at large, returning them to their owner or transporting them to the Society for admission. Euthanizes animals in emergency situations in the field or at the shelter when necessary. Issues Warnings and Citations. Issues warnings and citations to those in violation of state
and county laws. Makes court appearances when necessary. Animal Care.
Treats all animals humanely, properly, and with compassion, according to established Society procedures. Promotes a humane and caring attitude toward all animals through education to the public and example of proper care of animals. Vehicle Maintenance. Responsible for vehicle care and equipment cleaning, disinfecting and restocking according to Society established procedures. Professional Development and Animal Law Research. Researches and makes recommendations regarding the advocacy of animal-related laws. Continues to educate oneself concerning animal welfare issues, techniques, procedures and equipment and implement into daily activity if according to Society procedures.
OTHER DUTIES/FUNCTIONS : Department Support: Regularly participates in meetings with other members of the department and shares ideas and suggestions designed to improve working conditions and the organization. Public Spokesperson: Speaks to groups of people including the public, staff, media, and other law enforcement agencies concerning work and cases according to Society procedures. Other Duties as Assigned: Performs other duties as assigned to ensure a positive public image and to enhance the operation of the organization and improve the quality of life for animals.
May include organization-wide support as needed such as but not limited to participation in events, fundraising, covering other operational departments, and Society's role as a first responder to disasters. Requires detailed and correct written work with reports and animal identification procedures. Requires alertness and great attention to detail with investigations, animal handling, and working with the public. Requires sitting at desk for periods up to four hours without a break when working on written reports.
Requires driving in truck for extended periods of time. Rescue attempts and animal handling may require climbing, running, crawling, or balancing in difficult, hazardous conditions. Requires lifting and carrying, unaided, up to 65 lbs. of animal body weight, either struggling or limp, for up to 50 yards including lifting from floor to vehicle compartment level. Must have no limitations to prevent handling or working with animals. Requires eye-hand coordination in handling, capturing, transporting, and restraining a live animal. Requires speaking and writing effectively and clearly in a professional manner individually and to groups.
Requires interpreting and integrating written materials from field reports, witness statements, and investigations for case reports according to Society procedures. Requires clear verbal communication over the telephone and radio systems to public and other staff. QUALIFICATION REQUIREMENTS : Skills/Knowledge: Valid driver's license with a good driving record. Must be able to meet the criteria for Honolulu Police Department deputization (e. g. not convicted of felony; not convicted of a misdemeanor involving moral turpitude or of any criminal assault; U. S. citizen; at least 21 years of age; subject to background investigation by Chief of Police). Education/Training: High school diploma or equivalent required, with ability to read, write and speak clearly.
Experience: Prefer minimum two years working with the public. Animal handling experience preferred.
