DESCRIPTION: The Biological Scientist III is an OPS position working in the Overdose Data to Action: Limiting Overdose through Collaborative Actions in Localities (OD2A) program at the Florida Department of Health in Broward County (DOH-Broward). This program is grant funded by the Center for Disease Control and Prevention's (CDC). This position works under the direct supervision of the OD2A Program Manager, within the Division of Community Health.
The position requires utilization of complex epidemiologic analytic techniques and involves collection of information regarding individual case reports as well as participation in outbreak investigations.
Through this position, DOH-Broward will enhance the timelines of morbidity and mortality data by conducting drug overdose surveillance, using Florida’s syndromic surveillance system (Sy S), Electronic Surveillance System for the Early Notification of Community-based Epidemics (ESSENCE) data investigation. ESSENCE is a biosurveillance system that collects emergency department chief complaint data from participating hospitals and urgent care centers in Florida enabling detection and continuous monitoring of community health incidents such as the opioid epidemic.
Additionally, this position will serve as a custodian for the communicable disease database and paper reports, playing a key role in maintaining the integrity of epidemiological data. The incumbent will also be responsible for the organization and upkeep of the epidemiology work area and individual workspaces. KEY RESPONSIBILITIES: · Investigate every opioid-related chief complaint and spikes reported through ESSENCE. · Initiate case investigations for reported diseases as directed by surveillance and investigation supervisors, including field investigations and appropriate notifications.
· Contributes to the development and dissemination of local level opioid-related reports to public health partners. · Deliver engaging oral and written presentations to health department employees and the community, contributing to public health education. · Lead ESSENCE utilization for the OD2A program, acting as a valuable resource to community partners through the provision of technical assistance to Broward County’s 16 acute care hospital emergency departments and 4 freestanding emergency departments that will participate in the enhancements to ESSENCE surveillance.
· Develop GIS mapping based on surveillance data, contributing to a comprehensive understanding of the epidemiological landscape. · Act as the lead ESSENCE and GIS user for the epidemiology section, providing support to other BCHD sections and community partners. · Actively participate in teleconferences, Epi Com, and various meetings to share regional and state information. · Effective health information management spanning multiple hospitals. · Experience in HIPAA and privacy and security of medical records. · Catalog medical records.
· Collaborate with community healthcare providers to ensure awareness of current reporting requirements for communicable diseases. MINIMUM QUALIFICATIONS: Bachelor’s degree in a health-related field from an accredited college or university. Professional experience conducting data analysis. Professional experience writing data reports. Willing to work before, during, and/or beyond normal work hours or days in the event of an emergency. PREFERRED QUALIFICATIONS: One (1) or more years of experience conducting epidemiological case investigations. One (1) or more years of experience using ESSENCE.

Primary responsibilities include identifying, planning, and implementing effective projects consistent with the Management Plan; developing and implementing annual budgets and work plans; ensuring equipment and infrastructure is properly maintained; providing oversight

This Lead Area Biologist position will work as a team with other WMAs within the District or South Region to accomplish management actions such as prescribed burning. Required Knowledge, Skills & Abilities : Knowledge of Florida ecosystems and natural processes, wildlife biology, water management, fire ecology and plant succession.
