to operations and the development of life cycle maintenance planning and configuration management products which provide ships available for tasking and support the projected service life of the Nations surface ship fleet.

Provides process change recommendations resulting from analysis of performance measures and metrics using standard jobs and end of availability close-out data. Provides process improvement recommendations to Engineering Department to improve maintenance planning and execution. Provides data analysis training to Port Engineers for use in developing Maintenance and Modernization Business Plans (MMBP’s) and Planning Board for Maintenance. Gathers, assembles, analyzes data and produces, graphs, charts, trends and models based on backssment and analysis of data in consideration of Total Ownership Costs (TOC). Develops presentations, benchmarks, etc. Recommends metric target/goals for improvement based on data analysis.
Tabulates and analyzes cost data. Provides support to the Department as required to include providing a weekly cost analysis brief. Makes recommendations using metrics as it relates to successful completion of ship Repair Maintenance availabilities and Business operations of a Naval Repair Facility (Shipyard or RMC). Reviews and analyzes Open Architecture Retrieval System (OARS) and Casualty Report (CASREP) data to determine the cost to perform backssment. Defines method for the collection of return cost data and provides analysis of data to support command and SHIPMAIN processes as appropriate.
Employs Automated Data Processing (ADP) techniques for development of backssment agendas, reports and planning management. Represents the organization in meetings and conferences with government and private sector representatives, both at government and private sector installations in and out-conus, to collect cost data or conduct or identify training needs. Receives visitors from other installations and private industry to explain to them the continuous maintenance production methods and techniques. Desired Skills: (5) Years of Knowledge of regulations, policies and precedents governing ship repair, availability and management methods, practices and problems.
Knowledge of qualitative techniques for analyzing and measuring the effectiveness, efficiency and productivity of ship maintenance procedures.
