to Commander, Naval Sea Systems Command (NAVSEA) via Deputy Commander, Surface Warfare Directorate, and Naval Sea Systems Command (NAVSEA 21). The Surface Maintenance Engineering, Planning, Program (SURFMEPP) maintains, monitors, and refines Class-wide and Individual-Ship Maintenance Plans for all non-nuclear surface ships to ensure material readiness for the projected service life, develop life-cycle strategies to address system upgrades, and fully implement the Class Maintenance Plan into each surface ship's maintenance schedule and availability planning process.

SURFMEPP is headquartered at the Norfolk Naval Shipyard in Portsmouth, VA. Duties and Responsibilities Performs duties essential

to operations and the development of life cycle maintenance planning and configuration management products which provide ships available for tasking and support the projected service life of the Nations surface ship fleet.

These duties include developing, analyzing, assignment, management controls, information and documentation systems. Etc. Performs technical planning, system integration, verification and validation, cost and risk backssment, and supportability and effectiveness analyses for total systems. Performs analyses at all levels of total system product to include: concept, design, fabrication, test, installation, operation, maintenance, modernization and disposal. Ensures the

logical and systematic incorporation of maintenance requirements into total availability solutions within technical, schedule, and cost constraints.

Coordinates and standardizes cost data collection and reporting for SURFMEPP. Distributes, collects, and provides analysis for cost relate data requirements to departments, coordinating and assisting with the consolidation of cross-departmental data calls. Tracks standard jobs associated man-day estimates at the hull level. Provides process change recommendations resulting from analysis of performance measures and metrics using standard jobs and end of availability close-out data. Develops, maintains and analyzes maintenance cost history/trend data for all surface ships.

Provides process improvement recommendations to Engineering Department to improve maintenance planning and execution. Provides data analysis training to Port Engineers for use in developing Maintenance and Modernization Business Plans (MMBP’s) and Planning Board for Maintenance. Gathers, assembles, analyzes data and produces, graphs, charts, trends and models based on backssment and analysis of data in consideration of Total Ownership Costs (TOC). Develops presentations, benchmarks, etc. Recommends metric target/goals for improvement based on data analysis.

Tabulates and analyzes cost data. Provides support to the Department as required to include providing a weekly cost analysis brief. Makes recommendations using metrics as it relates to successful completion of ship Repair Maintenance availabilities and Business operations of a Naval Repair Facility (Shipyard or RMC). Reviews and analyzes Open Architecture Retrieval System (OARS) and Casualty Report (CASREP) data to determine the cost to perform backssment. Defines method for the collection of return cost data and provides analysis of data to support command and SHIPMAIN processes as appropriate.

Employs Automated Data Processing (ADP) techniques for development of backssment agendas, reports and planning management. Represents the organization in meetings and conferences with government and private sector representatives, both at government and private sector installations in and out-conus, to collect cost data or conduct or identify training needs. Receives visitors from other installations and private industry to explain to them the continuous maintenance production methods and techniques. Desired Skills: (5) Years of Knowledge of regulations, policies and precedents governing ship repair, availability and management methods, practices and problems.

Knowledge of qualitative techniques for analyzing and measuring the effectiveness, efficiency and productivity of ship maintenance procedures. (5) years of Knowledge of organization, programs, missions and functions of the Department of the Navy, NAVSEA, stakeholders (e. g. Type Commanders, fleet units, repair yards, private sector organizations, etc. ) Practical knowledge of Six Sigma and Root Cause analysis skills. Skill in organizing and making presentations, orally and in writing, which persuade or influence managers to accept proposals and recommendation and in composing complex problem oriented correspondences, and Power Point presentations.

Ability to analyze data and determine feasible and best alternatives and make recommendation using metrics as it relates to successful completion of ship repair Maintenance availabilities and the Business operations of a Naval Repair Facility (shipyard or RMC). Ability to represent the organization in meeting and conferences to explain programs, collect cost data, identify and address stakeholder training needs. Proficient in NMD and Microsoft Office applications.

Required Education/Experience: High school degree, or a GED, or a bachelor's degree in a relevant field, or a master's degree in a relevant field Requires 5 or more years of relevant professional experience in Navy Maintenance and Modernization Availability Planning experience including extensive experience with Navy/Military Maintenance Database Programs (i. e. VSB, NMD, CCIMS, OARs, VSB or similar) Supervising and mentoring less experienced employees. Excellent written and verbal communication skills, ability to speak in front of Senior Military and Government Officials and large audiences, and great customer interaction.

Fluent in Microsoft Office Programs Security Requirements: Able to obtain and retain a security clearance. Physical Requirements: CARRYING and LIFTING. Ability to transport and lift up to 30 lbs. WALKING and CLIMBING. Ability to climb up to four (4) flights of stairs. CRAWLING and maneuvering in confined spaces or bilge areas, if required. Operate office equipment. Be able to communicate professionally with Man Tech employees and Man Tech clients The person in this position must be capable to go onboard a ship in an operational and industrial environment.

Able to climb ladders and go through scuttles onboard vessels. Must be able to remain in a stationary position 50% of the time. Occasionally move about inside the office to access file cabinets, office machinery, or to communicate with co-workers, management, and customers, via email, phone, and or virtual.
