Engineer on the upcoming Rio Grande LNG project. The work location is Brownsville, TX.
Position Summary The Marine Construction Field Engineer is responsible for managing, coordinating, and administering the project from planning through procurement, construction, and turn-over. Supervises the development of budgets and schedules, manages performance, reports progress, and initiates action to assure program/project objectives and schedules are met and work is performed within budget and according to specifications. Resolves problems and coordinates the final turnover of work to downstream work activities. Provides leadership for the development and maintenance of a high-performance project team.
Has overall responsibility for scope execution, ensuring that Program/Project is delivered within contract requirements, standards of quality and safety and to Customer and Bechtel performance expectations. Responsibilities Coordinate with engineering on constructability and design issues relating to the civil discipline such as steel erection, earthworks, piling and concrete. Establish a civil design/field engineering working relationship and lines of communication with the Project Engineer, including agreement on civil engineering deliverables and overall construction application configuration management.
Responsible for quantity take-off, control, tracking, reporting and forecasting for civil discipline. Specify the civil criteria for construction of temporary construction facilities as required. Direct the preparation of requisitions for field procured materials, material substitution, services, and equipment such reinforcing steel and platework. Approve field requisitions as delegated by the Project Field Engineer. Review material receiving reports and warehousing to assure delivery of correct civil materials. Coordinate and monitor the interfaces for civil data exchange to support the construction automation plan and the project controls program requirements at the jobsite.
Develop and manage the civil construction quality program. Direct preparation of cost estimates for civil construction activities and coordinate the preparation of cost reports, forecast and progress reports. Coordinate with Field Supervision and Subcontractors to plan/support construction schedules. Plan and recommend civil procedures to be implemented by Field Supervision to ensure construction operations are within requirements of engineering design and specifications.
Work with customer’s resident engineering and operating personnel to coordinate civil construction activities. Coordinate subcontract activities to ensure civil materials, equipment and quality comply with design plans and specifications. Implement controls over variables affecting civil installation job progress such as steel erection and platework receipt. Also ensure engineering and procurement provide timely delivery of drawings, materials and equipment and that other corporate programs are fully utilized. Administer major subcontract changes regarding the civil discipline and represent the company in major contractual discussions and negotiations.
Perform other duties as required by Bechtel management. Qualifications and Skills Basic Qualifications: Bachelor’s Degree in Engineering, Construction Management or other relevant technical discipline from an accredited university as well as 10-12 years of relevant work experience, or 14-16 years relevant experience in the absence of a degree Have a working knowledge of structural construction operations, construction surveying, excavation and backfill operations, pile/foundation installation, work in and around water and concrete installation.
Technical knowledge of drainage on infrastructure projects, including open-cut excavation, trenching, grading and general construction work in and around sensitive watercourses. Knowledge of construction technologies. Knowledge of supervisory functions relating to field activities. Familiarity with current industry quality standards. Demonstrated commitment to Environment, Safety and Health (ES&H). Demonstrable commitment to a Zero Accident safety program. Additional Qualifications: Direct hire mass excavation and backfill. Direct hire shallow soil stabilization and soil solidification.
Direct hire stockpile management and onsite trucking management experience. Direct Hire Marine Construction Experience Piling installation experience including driven concrete piles, pipe piles, sheet piles and combi wall structures. Knowledge of Dredging operations Preferred Qualifications: Extensive knowledge of supervisory functions relating to construction field activities. Experience of roadway construction, bridge construction, Piling/foundation installation and Marine Construction Extensive understanding of production management including scheduling. RGLNG is a natural gas liquefaction and export terminal situated on a 984-acre site on the banks of the Brownsville ship channel. The first phase of the RGLNG project consists of three liquefaction trains, two storage tanks and one marine berth. Position Summary Leads construction engineers in a broad range of construction engineering work within a specific engineering discipline for a particular area of the project. Provides engineering assistance to superintendents, directs assigned personnel in meeting cost and time schedules, verifies materials, equipment, and quality and assures results meet design requirements.

Supervision Received Receives technical and operational supervision from supervising construction engineer or assigned supervising discipline superintendent. B. Supervision Exercised Provides technical and administrative direction to subordinate construction engineers and others, as assigned. C. Contacts Jobsite contacts are with superintendents and subcontractor’s personnel associated with construction engineering. Continuous interfacing with client personnel, pertaining to negotiations on subcontract changes.
Interface with the engineering design functional group to identify and resolve design- related issues as implemented in the field. Responsibilities Responsible for the activities of assigned construction engineers, such as the application of drawings, specifications, and subcontracts. Directs preparation of quantity listings of field purchased material and equipment. Initiates requisitions for field purchases. Supervises preparation of construction drawings and schedules. Supervises design of temporary construction facilities and ensures preparation of “as built” drawings and other job plans.
Assists subordinate construction engineers and superintendents in: Interpreting design drawings. Monitoring equipment installation and planning for delivery of construction materials and equipment. Assuring that proper warehousing and storage exists to ensure environmental protection. Reviews specifications, purchase orders, subcontracts, inspection reports, delivery schedules, instruction manuals and technical data. Administers assigned subcontracts to ensure contract remains up to date in areas such as drawings, specifications, cost and schedule. Coordinates with the Field Construction Manager on activities affecting the contract administration operation.
Coordinates with engineering design on constructability issues. Supervises subcontractor work efforts and administers routine subcontract changes and interfaces with client personnel. May represent the company in contractual discussions and negotiations. Reviews and/or supervises, as assigned, the preparation of construction estimates, cost engineering studies, schedules and budgets. Analyzes assigned construction activities to determine the scope, time and resource requirements. Ensures that vendors’ bids for material and equipment are in conformance to specifications.
Coordinates the interfacing between the construction automation plan and the project controls program at the jobsite. Reviews project controls documents on progress relating to cost and schedule. Performs personnel evaluation of assigned subordinate personnel and ensures they receive progressive training. Qualifications and Skills Basic Qualifications: A recognized degree in an engineering or scientific discipline. Specialized courses in construction management. Work experience as a construction engineer, engineer or assistant superintendent leading to an understanding of the technical knowledge described above.
Additional Qualifications: Technical knowledge of a specialized engineering discipline, cost, scheduling and/or contracts administration relating to the construction of heavy industrial or commercial complexes. Demonstrated leadership in a team-based environment. Knowledge and understanding of the application and requirements of the Project Environmental, Safety & Health (ES&H) Handbook and the Bechtel Core Processes as they relate to area of responsibility.
