Qualifications Military Grades : Warrant Officer and Enlisted E7 to E9 This position is may be authorized up to a 10% recruitment incentive to new federal employee. A newly appointed employee is defined as an individual receiving their first appointment (regardless of tenure) as an employee of the Federal government; an appointment following a break in service of at least 90 days from a previous appointment; or, under certain circumstances, an appointment when the employee's Federal service during the 90 day period immediately preceding the appointment was limited to one or more of the following: time-limited or nonpermanent appointment in the competitive or excepted service; employment with the Washington, D.

C. government on or after October 1, 1987 GENERAL EXPERIENCE : All series personnel must be certified at the next higher level before being eligible for that level and must have a minimum of one year on-the-job experience in a career skill competency level immediately below the next higher level.

Must have validated understanding of the basic principles and concepts of the occupational series and grade. SPECIALIZED EXPERIENCE : Have military or civilian working experiences and knowledge of the basic principles and practices related to the management of health care delivery systems. Military or civilian working knowledge is required in general clerical procedures; medical terminology; regulations, and directives; medical ethics; health records administration; principles of coding; and anatomy or physiology programs.

Must have at least 12 months military or civilian experience at a novice competency level in one of the medical service core functions, which are prescribed as: Health facilities, health plan management, medical resources, health care information management and information technology, medical logistics, or medical readiness (including aeromedical evacuation). Have military or civilian working experiences and knowledge in analyzing and recommending solutions to complicated problems.

Experienced in developing and implementing various policies and procedures used in the state medical programs. Experienced in various administrative areas such as budget, personnel and public relations within a medical unit or medical activity. Quality of Experience: Qualifications are not based solely on time. Qualification factors include experiences in other civilian and military health services programs. A candidate's competencies (knowledge, skills, abilities, and behaviors) are evaluated on the basis of duties performed rather than strictly on the rank of the individual; however, established compatibility criteria and unit assignment requirements are always followed.

The applicant's full range of military service and civilian employment experiences, military and civilian performance records, resume, training certificates, and educational accomplishments must show possession of the competencies needed to successfully perform the health services program work. The applicant's record of experience, training, and education must show possession of competencies needed to effectively and efficiently perform the position description's described responsibilities and duties.

Education Army National Guard Warrant Officer GS-09 Positions Must have a high school diploma or general education development (GED) diploma. An undergraduate degree from an accredited college/university -is optimum- in studies of Health Administration, Health Care Administration (or equivalent), Health Care Management, Health Management and Policy, Health Services Administration (or equivalent), Hospital Administration (or equivalent), or related fields such as, Primary Care Management. May also qualify with completed degrees in Accounting; Business Administration; Business Management; Economics; Finance; Marketing; Statistics; Information Systems Management; Biomedical Engineering; Clinical Engineering and Health Management/Health Systems Engineering; Operations Research; or, other closely-related medical degree fields.

Army National Guard Enlisted GS-07 through GS-09 Positions Must have a high school diploma or general education development (GED) diploma. An undergraduate degree from an accredited college/university is optimum in health care administration, general science, biology, psychology, or other closely-related medical degree fields. You must provide transcripts or other documentation to support your Educational claims.
