a motivated, career and team-oriented Journeyman Training Analyst for the data solutions training team in support of the U. S. Department of Homeland Security (DHS) Cybersecurity and Infrastructure Security Agency (CISA) Continuous Diagnostic & Mitigation (CDM) Data Services Program.

The CDM Data Services Program is a critical component of CISA’s national effort to ensure the defense and resilience of cyberspace. As the Training Analyst-Journeyman, you will play a critical role in reviewing and backssing the effectiveness of instructional design projects. The ideal candidate will have a strong background in instructional design, a keen eye for detail, and a passion for maintaining the

quality and accuracy of educational content. This is a remote position where the candidate can work from any location within the United States provided, they are able to work on an eastern time zone schedule.

The CDM Data Services Program mission is to provide a standardized platform to collect, transform, and integrate cybersecurity data from relevant authoritative data sources into a coherent data, delivering actionable information into Agency and Federal Dashboards to identify risk areas in support of mitigation as well as to facilitate coordinated agency and national response to cyber-threats. The Dashboard Solution Training Team is responsible for developing, implementing, and evaluating

courses and learning tools that educate and inform end users, agencies and key stakeholders on the successful utilization of the CDM Dashboard.

Successful execution of this training program requires strong knowledge of adult learning methodologies, training implementation and facilitation best practices, expert knowledge of common cybersecurity threats, strong communication skills and the ability to collaborate cross-functionally with internal and external partners. This team is expected to work closely with and develop strong working relationships with government and agency specific stakeholders. Responsibilities include, but are not limited to: Quality Assurance Oversight: Lead and conduct comprehensive quality assurance reviews of instructional materials, ensuring alignment with instructional design principles, learning objectives, and industry standards.

Develop and implement QA processes to systematically evaluate the effectiveness and accuracy of instructional content. Collaboration with Dashboard Solutions Training Team: Collaborate closely with instructional designers, subject matter experts, and project managers to understand project requirements and learning objectives. Provide proactive feedback during the development phase to enhance the overall quality of instructional content.

Instructional Design: Design and develop instructional materials for a variety of delivery methods, including e-learning, instructor-led training, and blended learning. Collaborate with subject matter experts to analyze learning needs and develop effective learning solutions. Ensure alignment with instructional design best practices, adult learning theories, and industry standards. Performance Metrics and Reporting: Establish and monitor key performance indicators (KPIs) related to instructional design quality. Generate regular reports on QA findings, trends, and recommendations for continuous improvement.

Documentation and Standardization: Develop and maintain standardized QA documentation and checklists. Work with Dashboard Solutions training team to ensure adherence to established standards and best practices. Training and Development: Provide guidance and training to instructional design teams on QA processes, standards, and best practices. Stay informed about industry trends and advancements in instructional design to enhance QA methodologies. Basic Qualifications: A bachelor’s in Instructional Design, Education, or a related field A minimum of (3) three years of experience in instructional design, with a focus on quality assurance.

In-depth knowledge of instructional design principles, adult learning theories, and industry standards. Strong analytical and critical-thinking skills, with a meticulous attention to detail. Familiarity with learning management systems (LMS) and e-learning authoring tools. In-depth knowledge of CISA training and development processes Familiarity with CISA learning platforms such as Fed VTE Knowledgeable of/ Experience supporting CISA CDM Dashboard synchronous and asynchronous course development Excellent communication skills, with the ability to provide constructive feedback and recommendations.

Collaborative approach to working with cross-functional teams. Proven ability to identify and solve complex issues related to instructional design quality. Preferred Qualifications: Master’s degree in Instructional Design, Education, or a related field Previous experience in a QA role within an educational or e-learning environment Clearance Requirements : Must be a U. S. citizen (non-dual citizenship) Ability to obtain and maintain DHS suitability Physical Requirements Must be able to be in a stationary position more than 50% of the time Must be able to communicate, converse, and exchange information with peers and senior personnel Constantly operates a computer and other office productivity machinery, such as a computer The person in this position frequently communicates with co-workers, management, and customers, which may involve delivering presentations.

Must be able to exchange accurate information in these situations The person in this position needs to occasionally move about inside the office to access file cabinets, office machinery, etc. For all positions requiring access to technology/software source code that is subject to export control laws, employment with the company is contingent on either verifying U.
