The cleanup project is one of DOE’s most technically challenging and the largest undertaking of its kind—equivalent to building two nuclear power plants. The construction site spans 65 acres (26 hectares) and includes facilities for pretreatment, low-activity waste vitrification, high-level waste vitrification, and the analytical laboratory – as well as operations and maintenance buildings, utilities, and other support facilities.
Positions located at the Construction Site (22 miles north of Richland) work a 4 x 10 schedule, M-Th, 6:30 a. m. to 5 p. m. Position Summary Responsible for integrating with Project organizations to ensure requirements are captured in implementing procedures and environmental issues are resolved. Has technical responsibility for interpreting complex permit and regulatory requirements for achieving and maintaining compliance supporting start-up and hand over to commissioning and operations. The Waste Treatment Completion Company (WTCC) is a limited liability corporation created by Bechtel National Inc. (BNI) and Amentum. WTCC is a subcontractor to BNI, the prime contractor, to deliver the construction, turnover, startup, and commissioning activities for the WTP project. This position is located at the Construction Site (22 miles north of Richland) and works a 4 x 10 schedule, M-Th, 6:30am to 5:00pm (day shift) or 5:30pm to 4:00am (night shift), subject to change. Responsibilities: Coordinate with engineering on constructability and design issues relating to commodity installations and work sequencing. All work will be carried out within established Project Controls processes and procedures that comply with certified EVMS standards and Bechtel’s corporate requirements.
The successful candidate will also have an innovative approach to completing their work, advanced automation skills, and/or Business Intelligence Analytics, and will require frequent interaction with other members of the project team to develop solutions to execution challenges. Responsibilities: Understand the project scope, schedule, and cost objectives and work with assigned department(s) to develop and implement a plan for successful execution. Perform cost engineering, change control, risk management, and/or reporting activities in coordination with other members of the Project Controls team that require a moderate level of technical skill and experience.
Conduct routine cost control and performance analysis activities, as well as basic cost estimating tasks related to the assigned scope. Actively participate in project risk management and change control processes, as needed. Prepare routine performance reports and special studies related to assigned scope for presentation to project, corporate, and/or customer management team(s). Collaborate with other project team members to identify, analyze, and provide innovative solutions to cost engineering and planning/scheduling challenges.
Coordinate the development, multi-discipline inputs, checking, reviews, and approvals of the WTP Project Financial Status Report (PFSR) and related financial processes. Complete all work in compliance with the project’s certified Earned Value Management System and corporate procedure requirements necessary to maintain the integration of the project’s resource loaded Integrated Master Schedule, Cost Processor, and associated software tools. Job Duties: Assists in developing and implementing requirements for DFLAW / Project Services cost recording, cost coding, reporting, and analyzing standards, programs, and reports.
Performs performance monitoring and control functions for specific applications. Performs cost data analysis and development for monthly reviews, monthly variance analysis for Control Account Managers, monthly reporting to DOE of engineering cost/schedule variances. Prepares cost backup for change control trends using Cobra. Performs charge coding direction and prepares estimated actuals for engineering other direct cost subcontracts. Understands and supports Earned Value Management Systems (EVMS). Coordinates quantity estimates for trends/baseline change proposals.
Assists in developing specific project control accounts and recommends appropriate modifications and revisions. This includes training in the proper use and definitions for the cost accounts. Qualifications and Skills Basic Qualifications Bachelor’s degree from an accredited university and at least six (6) years of professional experience, or in lieu of a degree, a high school diploma or equivalent and at least 12 years of professional experience. Must be able to complete and pass a pre-employment drug screen, physical (if located at the construction site), and background check which includes verification of employment and education.
Must be able to obtain a Department of Energy badge for access to the Hanford Site. (Even if teleworking, must still be able to comply with security requirements to obtain a badge) Must possess the right to work and remain in the United States without sponsorship. Additional Qualifications Skilled in oral and written communication. Knowledge of engineering, procurement, construction, and / or plant operations customarily acquired over time through specialized instruction or practical experience. Proficiency in scheduling software applications (Primavera P6), cost processing applications (COBRA) and software applications such as Excel, Word, Power Point, Power BI Experience in Project Controls with an understanding of Project Controls general technical skills and tools.
Flexibility to adapt to changing priorities. Ability to work under pressure. Demonstrated ability to work with people of varied backgrounds and objectives. Preferred Qualifications Demonstrated ability to plan, organize, direct, perform, review, and present schedule analysis with minimal supervision using a high level of professional judgment and knowledge using P6 and summary graphical layouts.
Knowledge of engineering, procurement, material and craft performance methods and reporting (Bechtel Engineering Performance Report, Bechtel Procurement System, Bechtel Quantity Unit Rate Report) Experience with change management such as baseline change proposals and trending. Knowledge and/or work experience with ANSI 748 compliant Earned Value Management System on a DOE project. Experience in Project Accounting and/or Project Financial Management. Previous Waste Treatment Project (WTP) experience Flexibility to respond to urgent project requests and/or changing priorities.
