Transfer (STTR) Due Diligence process.
Job duties include: In coordination with DUSN (I&S) Industrial Security and Acquisition Security support, develop and document the overall process flow for all SBIR/STTRs award phases, to include DON risk review board.
Perform CI analytical reviews to support due diligence analysis for the DON’s fundamental research, and Research, Development, and Acquistion (RDA) efforts, to include SBIR/STTR, that require Foreign Ownership, Control, or Influence (FOCI) requirements and risk review prior to contract award. Analysis should include, at a minimum, backssment of: FOCI risks Cybersecurity practices Financial ties and obligations to foreign countries,
persons, and entities Coordinate reviews across the DON enterprise, to include DUSN(I&S), ASN(RDA), Office of Naval Research (ONR), NCIS, Naval Intelligence Activity (NIA), and Office of Commercial and Economic Analysis - Navy (OCEA-N) Ensure CI analysis is performed in accordance with DODI 5240.18, Initial Capability Documents (ICDs), and other guidance as appropriate.
In coordination with DUSN(I&S) Acquisition Security support, monitor and backss transition plans from a science and technology (S&T) project to a Program of Record (Po R). Ensure coordination with Defense Counterintelligence and Security Agency, Defense Intelligence Agency, and other stakeholders. As a member of the Do
N SBIR/STTR Due Diligence Team responsible for developing and coordinating procedures for backssing Navy SBIR/STTR requests, prepare analytical reports, make backssments, and manage case closures.
Qualifications Education & Experience – Bachelor’s degree or equivalent Ten years of professional experience, including in intelligence and/or counterintelligence Top Secret clearance with SCI eligibility Experience supporting Do D and/or IC Experience with SBIR/STTR Knowledge of technology protection and risk mitigation best practices Knowledge of Joint-Publication (JP) 2-0 Knowledge of Intelligence Community Directives (ICD): 203, 205, 206, 211, and 731 Knowledge of Department of Defense Directives (Do DD): 5240.10 and 5240.02 Knowledge of Department of Defense Instruction (Do DI): 5000.86, 5240.04, 5240.18, 5240.19, and 5240.24 Ability to work both independently and with personnel from multiple organizations.
Demonstrated ability to work from high-level, limited and evolving guidance to produce timely and effective results is highly desirable.
