POSITION DESCRIPTION: Directs and supervises the District’s Project Development programs and processes, including Concept Development, Strategic Intermodal System (SIS) program, Scoping Refinement, Noise Modeling, and Public Involvement. Administers, develops and manages the resources (staff, equipment and materials) of the unit. Supervises employees by communicating regularly, evaluating, planning, and directing employees’ work.

Motivates, trains, coaches and recognizes staff. Maintains an appropriate work environment through effective communications, adherence to best management practices, and the Department’s policies and procedures. Promotes the Department’s business model and contributes to the success of the Department’s mission and vision. Develops documents and maintains project development strategies for the District’s production activities and the unit. Serves as the District Project Development & Environmental (PD&E) Engineer ensuring responsibilities of the Department pertaining to the National Environmental Policy Act (NEPA) are fulfilled.

Evaluates and assures processes in Planning and Project Development and Environmental (PD&E) phases are consistent, predictable and repeatable. Discusses Department’s Project Development and Environmental goals, schedules, issues, and resolutions regularly with stakeholders. Implements Department policies and procedures related to Project Development, NEPA Assignment, Concept Development program, Strategic Intermodal System (SIS) program, Interchange Access Request (IAR), Public Involvement and Efficient Transportation Decision Making (ETDM) processes.

Recommends and implements improvements to optimize delivery and improve results. Assures PD&E phase deliverables, including pre-work tasks, engineering analyses and concept alternatives are produced with high quality and on time, and comply with the requirements to achieve Location Design Concept Acceptance. Oversees development of Planning and Feasibility Study reports, Long Range Estimates, and performs engineering reviews and recommendations. Signs and seals engineering reports. Assists with development of the 5-Year Work Program. Maintains frequent and close coordination with all stakeholders, including other Departmental units, Federal Highway Administration, metropolitan planning organizations, cities and counties to ensure stakeholder interests are considered and project schedules are maintained.

Participates in consultant technical review committees. Develops and manages consultant contracts and secures funding in accordance with applicable rules, laws and procedures. Ensures the quality and timeliness of the work product meets customer expectations. Take action to correct any deficiency in service. Reviews the consultant work effort. Reviews and comments on invoices. KNOWLEDGE, SKILLS AND ABILITIES: Knowledge of the concepts, terminology, and principles of transportation project development and highway design.

Skilled in the determination of work priorities and delegation. Skilled in principles and practices of Leadership and management. Skilled in project management. Skilled in effective written communication including developing technical documents. Skilled in verbal communication and technical presentations. Ability to supervise people. Ability to establish and maintain effective working relationships with others. Ability to organize, analyze, evaluate, and interpret transportation engineering data.

Ability to investigate, plan, design, evaluate and transportation engineering systems. Ability to plan, coordinate, organize, and direct engineering program activities. Ability to interpret state and federal legislation, rules, and policies related to transportation planning and project development. REQUIRED LICENSURE/REGISTRATION/CERTIFICATION: Registration as a Professional Engineer in accordance with Chapter 471, Florida Statutes.
