This is not a teleworking/remote position. S3 Inc. has an opportunity to add a motivated and experience, Facility Security Officer (FSO) with a diverse and solid background of security skills operation at all levels of clearance and types of storage at its Corporate Headquarters in Huntsville, AL. Position Description: The FSO, reporting to the CEO will manage the Industrial Security Programs of S3 and its subsidiaries to ensure compliance with the NISPOM. The FSO, will implement DOD procedures for classified
document control, visitor control, personnel security, and physical security.
The FSO, will supervise and direct security measures necessary for implementing applicable requirements of the NISPOM and related Federal requirements and will revise and/or update personnel activities. The FSO will manage security operations including access control, admin systems, and video surveillance. Duties: Manage the Industrial Security Programs of S3 and its cleared subsidiary to ensure compliance with the National Industrial Security Program (NISPOM). Conduct security backssments to identify vulnerabilities and develop mitigation strategies. Implement procedures for visitor control, visit requests, personnel security, and physical security.
Supervise and direct security measures necessary for implementing applicable requirements of the NISPOM and related Federal requirements for classified information. Maintains liaison with government agencies, such as Defense Security Service (DSS) and the Federal Bureau of Investigations (FBI). Direct and coordinate activities of personnel in revising or updating security measures in accordance with new or revised regulations. Administer a company-wide Insider Threat Program as the Insider Threat Program Senior Officer (ITPSO).
Briefs PMs, prior to arrival of visitors on operations, controls, plans, and compliance. Prepare annual refresher security training for all employees (cleared and un-cleared) and maintain training attendance records. Conduct new employee initial security briefings that include threat awareness, defensive security, security classification system, reporting obligations, requirements, and security procedures and duties applicable to the employee's job. Prepare DD254's, Contract Security Classification Specifications, for subcontractors, coordinating requirements with the contract Program Manager (PM).
Interpret personnel security regulations, policies and procedures to provide guidance and assistance to supervisors/managers. Provide briefings as required on the proper handling of NATO, CNWDI, CUI, and COMSEC access to classified information. Maintain visitor control logs, direct the receptionist on badging procedures, and ensure that visitors are appropriately controlled. Establish procedures that ensure visitors are only afforded access to classified information, and building access consistent with the purpose of the visit. Manage personnel clearances with status checks regarding pending investigations and periodic reinvestigations using JPAS/DISS.
Maintain active JPAS, DISS, NISS, ACCS, SPOT, and SWFT accounts. Obtain and brief defensive security, threat awareness, and other education and training information and material from the CSA or other sources. Support Industrial Security International initiatives and serve as POC to provide Duty of Care information, security briefings, and international emergency contact for urgent security related matters to employees traveling OCONUS Responsible and capable of changing combinations of safes and cypher locks. Conduct self-audits and coordinate with DSS to facilitate inspections/audits of security programs.
Conduct all security investigations involving infractions within the NISPOM, complete a report of any violations, and distribute reports to required government agencies. Prepare reports and coordinate personnel security requirements with various government customers. Update employee clearance status using HRIS and Cost Point. Manage fingerprinting through 3 rd party vendor. Maintain the Security Continuity Book. Experience/Skills Required : At least 12 years of relevant security program development, management, documentation, and reporting experience.
At least 3 years of experience using JPA. 12 years as a FSO in a DOD environment. At least 3 years of experience in preparing Contract Security Classification Specifications (Form DD254). At least 5 years of experience preparing employees to deploy OCONUS. 3 years executing NISPOM requirements. At least 5 years of experience briefing on proper handling of NATO, CNWDI, COMSEC access to classified information. Education Required: Bachelor's Degree, Master's Degree preferred. Security Clearance Required: Top Secret Clearance. Certifications/Licenses: Must possess FSO Program Management Certification from CDSE.

In this role you will manage the corporate CAGE code, assist in establishing new CAGE codes for division or branch offices as well as sponsoring facility clearances (FCLs).
