of Healthcare and Family Services, Division of Finance, Bureau of Federal Finance (BFF) is seeking to hire an Information Systems Analyst. The BFF is responsible for federal financial reporting of the Medicaid Program, Children’s Health Insurance Program (CHIP), and Child Support Program maximizing federal revenue of approximately $14 billion annually.

This position will independently conduct complex technical research and system analysis of the Federal Financial Participation Program and federal claiming systems, run ad hoc reports using the Enterprise Data Warehouse to facilitate date management decisions, and consult with Bureau staff concerning system needs and objectives. The ideal

candidate will possess the ability to analyze data logically and exercise good judgment in solving technical or operational problems with set deadlines.

The preferred candidate will be able to present technical information to others with clarity and precision and determine the ideal solution for practical and timely implementation while maintaining a well-organized schedule. Job Responsibilities Serves as an Information Systems Analyst for the Department of Healthcare and Family Services, Division of Finance, Bureau of Federal Finance by conducting complex and professional functions in the analysis and evaluation of the Federal Financial Participation (FFP) Review and Analysis Program Interviews and consults with Bureau staff concerning desirable system changes and performs comprehensive studies and analysis of needs and objectives Develops complex management and analytical ad hoc reports and files using the Enterprise Data Warehouse (EDW) to facilitate data management decisions Conducts in-depth management studies involving substantial technical research and systems analysis on special projects relating to the federal financial participation process Conducts special review projects related to the medical assistance claim data and federal claiming systems Serves as Bureau liaison with Do IT for upgrades and changes Performs other duties as required or assigned which are reasonably within the scope of duties enumerated above Minimum Qualifications Requires knowledge, skill, and mental development equivalent to (4) four years of college with course work in computer science or directly related fields, supplemented by (3) three years of professional experience in a related Information Technology field Specialized Skills Two (2) years of experience utilizing Enterprise Data Warehouse, including composing complex queries using Teradata SQL Assistant software Three (3) years of experience utilizing Microsoft Excel to create complex spreadsheets and information tables Preferred Qualifications Two (2) years of experience utilizing an Enterprise Data Warehouse, including composing complex queries using Teradata SQL Assistant software Three (3) years of experience utilizing Microsoft Excel to create complex spreadsheets and information tables Three (3) years of experience utilizing hardware and software languages and procedures to provide technical and analytical services Three (3) years of experience presenting technical information to others Three (3) years of experience analyzing data to evaluation and solve difficult administrative, organization, technical, or operational problems Three (3) years of experience using statewide accounting procedures and a statewide accounting system, preferably the Department of Healthcare and Family Services’ Conditions of Employment Requires the ability to pass a background check Requires the ability to utilize and maintain state issued equipment such as a laptop Work Hours: 8:30 a.
