Apply and lead mobile wireless communications systems engineering (voice, data, messaging) through all phases of system development and integration including backssment, design, acquisition, deployment, test, and transition to operations.
Apply existing knowledge of communications systems, RF principles, interface requirements, software engineering, cellular technology, and network virtualization to support the execution of technical program/project deliverables. Directly support and collaborate with Do D and commercial clients. (Active Top Secret/SCI clearance is required) Key Responsibilities: Design,
integrate and deploy wireless communication solutions to support high-priority communication requirements for senior, high-profile government personnel Work closely with the onsite government and contractor technical team to develop capabilities to support communication requirements Develop operational concepts including CONOPS, system requirements, and architectural designs and provide oversight of junior engineers or sub-contractors performing engineering services Evolve system architectures, develop system descriptions, define system interfaces, conduct and analyze requirements flow down, and propose verification methodologies Develop technical plans and schedules for system engineering tasks and participate in test programs, collection of test data, and test evaluations Identify measurements and performance metrics consistent with requirements to establish threshold and objective performance criteria Prepare and present engineering documents, plans, designs and briefings to clients Analyze and provide technical inputs to new concepts, white papers, and proposals for wireless communications systems.
Promulgate system engineering standards and development standards to engineers and designers. Required Education, Certifications, Skills, Capabilities: Bachelor’s degree in Electrical Engineering, Systems Engineering, Computer Science or related technical discipline.
8 years of experience in systems engineering focused on wireless communications systems including mobile SATCOM devices, GPS, wireless networking, LTE and similar IP technologies. 3 - 5 years of experience in mobile and vehicular communication device integration, deployment and testing Proven ability to conceptualize and construct proof-of-concept systems integrated with commercial mobile satellite and cellular networks Previous experience working with Federal agencies including DISA on critical communications services Understanding of encryption protocols, cybersecurity systems (intrusion detection/prevention, scanning), and network monitoring utilized in commercial and Government wireless networks Demonstrable knowledge in planning and executing systems engineering activities with a focus on wireless communications concepts.
Experience with prototype development and unique COTS integrations for Do D and commercial clients Understanding of RF propagation and modeling Experience developing systems engineering documentation such as SEMP, RTM, CONOPS, ADTM, Test Plans, etc.
) Proven ability to establish objectives, formulate / follow plans and processes, develop technical documentation and implement solutions.
