The DTRA A&AS Contract supports DTRA’s Nuclear Enterprise (NE) Directorate and provides administrative and technical support to enable the DTRA NE Directorate to research, plan, design, develop, implement, integrate, test, apply, and evaluate emerging and mature technologies to DTRA customers.
This support requires close coordination and integration across the NE organization, and close ties across DTRA at all levels (Division to Directorate), and with external stakeholders and partners in order to effectively and efficiently execute requirements, as appropriate. A&AS Subject Matter Experts (SMEs) who shall serve as DTRA’s " trusted agent, " both internally and externally, in support of the NE Directorate. The Data Analyst SME position specifically supports the Mission Assurance (NE-MA) Department within NE in their mission of conducting Do D vulnerability and survivability backssments for their customers, such as the Office of the Secretary of Defense, The Joint Staff, Combatant Commanders, Military Services, and other Department of Defense (Do D) components.
NE-MA backsses mission survivability of U. S. and allied systems against a broad spectrum of threats, focusing on critical national mission systems. Their Red Team Program emulates
foreign intelligence service and terrorist organization capabilities in order to backss mission vulnerabilities of selected national assets.
The Data Analyst SME will work a high-visibility mission-critical function and be responsible for: Assisting the Department in conducting strategic analysis of internal and external backssment data for Do D critical missions to identify systemic vulnerabilities based on a broad array of threats to Do D installations, sites, critical infrastructure, and assets Collecting, analyzing, correlating, and interpreting data using quantitative and qualitative methods; presenting data to the Department for the purpose of highlighting trends Using integrated relational computer systems to create and access database files and preparing charts, graphs, and exhibits Conducting comprehensive research projects, including assisting with programs evaluation studies and other administrative studies as assigned Compiling, updating, and managing all-program data and producing the Department’s annual report Conducting special projects and presenting unbiased data based solely on trend and statistical information Effectively communicating to senior leadership through briefings, written/verbal correspondence, and other means as necessary, that can be understood at multiple levels #DTRA05 Required Education, Experience, & Skills Bachelor's and/or Master’s Degree in Data Science, Computer Science, Statistics, Mathematics, Economics, Finance, or Business.

Responsibilities: • Support the identification and resolution of automation and information technology
hardware and software issues and problems to maintain at least a 99% system availability rate. • Perform installation, configuration, administration and monitoring of enterprise class blade and storage technologies, to include performance optimization, patching, and updating of associated hardware and underlying operating systems in PWS 5.1.
• Perform administration and maintenance of Windows based servers to include daily system checks and record 100% of findings and statuses in DAIIS Systems Administration Daily Checks list. • Apply Security Template Implementation Guidelines (STIG) and security updates and hotfixes to address Information Assurance Vulnerability backssments (IAVA) and
security mandates within 30 calendar days of notification of update availability.
• Provide detailed system matrices of DAIIS supported systems and applications to include utilization, uptime, storage availability, and performance monthly or as requested. • Analyze technical support requests and provide possible technical solutions and courses of action within10 business days of receipt of request. • Conduct testing of systems and applications immediately after configuration changes and software deployments to validate that changes and enhancements do not adversely affect system operation and performance. • Deploy DAIIS-developed and third-party commercial off-the-shelf (COTS) and Government off-the-shelf (GOTS) applications to production, integration, and staging servers within 15 business days of deployment request.
• Conduct system upgrades as directed by DAIIS leadership. Planning phase shall start within 15 days business days of upgrade request and work will be completed no later than 15 after the agreed completion date. • Ensure the availability and accessibility of an average of twenty (20) Microsoft Internet Information Services (IIS) for Windows Server websites hosted across six (6) networks. • Respond to customer requests and contact customers by the end of the business day to confirm requirement receipt and provide an approximate time of completion.
• Provide Continuity of Operations planning, evaluation, and execution of critical services during the quarterly IPR and update any required SOPs and instructions guides within five days of IPR completion. • Develop and maintain documentation which includes SOPs, TTPs, System Architecture Guides, and Diagrams for all DAIIS systems and hardware configurations adhering to organizational templates and policies. • Notify the Government of any unscheduled system outages within 30 minutes of each occurrence and record the outage to the operations log within four (4) hours.
• Makes Configuration management data shall be timely updated within one business day of any modification or update of infrastructure and the contractor will report the updates/changes in their Monthly Status Reports • Monitor and assume responsibility of trouble tickets assigned to the Systems Administration branch, assign specific tickets for resolution, and prioritize tickets in line with organizational goals of maintaining 99% system availability rate. • Provide after-hours on-site support to respond to system/application malfunctions.
The contractor shall have 2 hours after notification of an issue to respond to the workplace.
