Storage Area Network (SAN), Network Attached Storage (NAS), MS Azure BLOB, AWS S3, etc. ) Develop and implement plans for any major change or capability to include Continuity of Operations Planning (COOP) implementation, system architecture and reconfiguration, migrations, and upgrades. Support and maintain enterprise system and technologies such as Domain Name System (DNS), Active Directory, Operating Systems, Internet Information Service (IIS), SQL Server, systems management,
Systems Security, Firewalls, networking, Load Balancing, Clustering, cloud services, and other failover and optimization technologies.
Support includes such activities as: installations, break/fix, performance optimization, patching, availability, upgrades, and migrations. Communicate with the Government to receive approval for proposed activities to include the scheduling of appointments for vendor provided demonstrations, installations, systems maintenance, trouble calls, and training. Escort, provide information to support, and record work performed by any vendor's technical representative. Develop SOPs that adhere to Department of Defense (Do D), Do N, cybersecurity policy and operating standards relating to: patch management, backup strategies, operating system deployments, networking equipment and software, operational support, and Government cloud services.
Develop and maintain technical drawings for network architectures and each hosted solution, from network layer to the middleware layer, to include ports and protocols. Maintain the NSERC system with a targeted uptime of at least 99.9%, which is equivalent to a maximum downtime of 8.75 hours per year or 45 minutes per month. This does not include external factors that are beyond NSERC’s control nor any regularly scheduled maintenance periods.
Proactive measures shall be achieved in order to maintain this level, which would include: monitoring hardware and systems for issues, maintaining latest firmware, performance monitoring, environmental monitoring, etc. All outages including internal and external are to be documented in an outage report and recorded where designated providing details of said outage. Develop, implement, and practice, on an annual basis, enterprise level contingency plans for National Institute Standards and Technology (NIST) 800-53 compliance that include: Information System Contingency Plan; COOP; high availability failover; large scale storage and disaster and failure recovery; full system recovery for physical and virtual assets; and full-scale disaster recovery planning.
Provide resource usage monitoring, reporting, alerting, and trends, such as: storage, compute, and networking. Maintain system logs for Government review and audit of all system events including: logins, configuration changes, startup, shutdown, backup, software and hardware failures, replacements, maintenance, web authentication, security updates, and patches. System logs will be archived after thirteen (13) months at the beginning of each month.
Desired Experience for this Role: Knowledge of multiple IT environments including server and cloud-based platforms. Knowledge and comprehension of secure build techniques, tools and practices of DISA Secure Technical Implementation Guidelines (STIG). Extensive knowledge and experience in network configuration and network security. Including configuration and management of network switches, firewalls, VPN, DNS, and routers. Prefer knowledge and experience with Juniper and Cisco. 10 years of experience in network design and implementation, in large multi-platform environments.
Five (5) years’ experience in deploying various network configurations, devices, software and services that provide maximum and efficient performance local (LANs) and wide area network (WANs). Three (3) years’ experience in providing assurance to the confidentiality, integrity and availability of networks.
