for development and oversight of voice and data communications design projects and standards. Lead design engineering efforts for projects and studies required to repair, rehabilitate, or construct communications facilities and systems, generation and review of hardware and software design and commissioning plans for communications systems, development of communications design standard procedures and practices, and creation and review of contract documents.

This position will participate in design, construction and commissioning planning and review meetings. This position is responsible to maintain configuration control of communications hardware and software designs. This position provides

technical expertise to other departments and makes engineering decisions for the C&S Department and their staff upon request.

ESSENTIAL FUNCTIONS: Serve as a member of the Engineering Department’s Systems Stakeholder/Steering Committees responsible to define the department’s management information and decision support system goals and objectives. Support maintenance and construction C&S forces in addressing technical issues and implementation of modifications to Amtrak’s communications systems. Provides support for communications installation work to ensure that new systems are properly tested before being placed into service, develops and reviews test plans and procedures to ensure that construction and maintenance forces complete all necessary testing and documentation, attends field cutovers, and ensure any field changes are documented in as-in-service documentation.

Ensures communications design files, databases, software, etc. are current and properly maintained. Must be capable of developing solutions to individual communications design problems, providing direction to design staff, and reviewing staff and consultant developed communications designs. Supports the testing and evaluation of new products and equipment to be used in the communications systems to ensure that they meet the operational, safety and reliability requirements.

Maintains documentation of all comments regarding design plans, both internal and external. Assist in the development of the C&S department’s annual capital and maintenance programs. Assist in ensuring all communications assets are inventoried in Amtrak’s asset management program. Supports development of communications maintenance and inspection procedures. Maintain industry contacts and membership in industry associations to determine industry best practices and their application at Amtrak.

MINIMUM QUALIFICATIONS: Bachelor’s degree in Electrical Engineering with seven years relevant experience or eleven years equivalent combination of education, training and experience. Knowledge of work rules and safety standards, Roadway Worker Protection, and federal regulations train control and radio systems. Demonstrate experience in communications system design, technical supervision, technical design, design software, project management, railroad maintenance and construction methods and planning / scheduling. Strong working knowledge of telecommunications systems including TDMA, SONET and Optical Transport Networking technologies.

Extensive experience and knowledge of ISP/OSP cable layout, management, and installation methodologies. Knowledge of IP network equipment (routers, switches, firewalls, etc. ) Knowledge of RF voice and data radio implementation technologies. Knowledge of various Positive Train Control systems and communications requirements. Prior satisfactory job performance is required. Must be able to represent Amtrak at industry (AREMA, FRA, TTCI, APTA) meetings and committees MINIMUM KNOWLEDGE, SKILLS AND ABILITIES: Ability to understand design trade-offs and budgetary implications Skills in advanced leadership and management; effective writing and presentations; conducting meetings and interviews; interpersonal communications; time management; conflict resolution and conducting formal investigations Skill in project management Ability to communicate with field personnel to ensure accuracy of communications system designs on file.

Ability to shift priorities at short notice Ability to organize and plan work Ability to coach and mentor others Analyze situations and problems Knowledge of Federal regulations and directives Ability to function in a stressful environment PREFERRED QUALIFICATIONS: Master’s degree in electrical engineering with nine years relevant experience or thirteen years equivalent combination of education, training and experience.

Extensive experience with IP Networking technologies. Extensive field knowledge of railroad communications construction and maintenance practices. Advanced experience using Visio and Microsoft Office applications. Qualified on AMT-2 and RWP WORK ENVIRONMENT: Office and field work environment. Travel 25% COMMUNICATIONS AND INTERPERSONAL SKILLS: Must have excellent oral and written communication skills.

The salary/hourly range is $124,600 - $161,352. Pay is based on several factors including but not limited to education, work experience, certifications, internal equity, etc. Depending on an employee’s assigned worksite or location, Amtrak may consider a geo-pay differential to be applied to the employee’s base salary. Amtrak may offer additional incentive and pay programs to recognize and reward our employees, including a short-term incentive bonus based upon factors such as individual and company performance that is commensurate with the level of the position and/or long-term incentive plan compensation.
