At the full performance, GS-11, the incumbent will: Develops complete designs and engineering cost estimates for civil features of projects such as harbors, dams, roads, parking areas, grading and drainage plans, erosion control plans, excavation plans, and security fence systems for projects. Provides scopes of work and technical guidance for work being performed under A-E contracts. Makes pre-design

site surveys to obtain required field data for design of civil works, military, and HTRW projects. Prepares reports and recommendations resulting from such communications including detailed Fair Cost or Independent Government Estimates for all architectural, and engineering features in construction and service contract projects documents.
