Position Summary The NS&E Chief Engineer for Environmental Engineering reports to the GBU Manager of Engineering, and is responsible for technical, administrative, and personnel related activities in support of projects for the NS&E GBU.
This position is intended to bolster the technical and administrative capabilities of the staff organization in support of the project workload expected over the foreseeable future. Responsibilities Plans, develops, coordinates and reviews engineering work within the Environmental Engineering discipline on a project or assignment in NS&E. Reviews and approves
key Environmental engineering calculations, studies and reports including field and design documents relating to the environmental and sustainability discipline.
Coordinate with active projects to forecast and support short and long-term staffing and skill mix requirements. Recruit, interview, and recommend for hire, including establishment of salary grade and classification for entry level and professionally experienced candidates. Perform these duties as required to diminish long and short-term staffing shortfalls, or to strengthen discipline skills in specific areas. Provide technical oversight of active projects, including conducting on-project technical reviews, off-project technical reviews, and interface with project personnel and project management on a routine basis to ensure discipline-specific execution is consistent with Bechtel work practices, procedures, and design guides.
Provide career counseling and mentoring to discipline personnel. Conduct staffing planning to meet project execution needs across the GBU. Review and approval of discipline specific estimates developed in Business Development for both the job-hour and technical portions of the discipline scope. Integrate GBU activities with and support execution of the Corporate level discipline workshops.
Assist in work force ranking, total compensation planning, career planning, and performance evaluations. Establish discipline specific training needs, obtain budget approval, and oversee implementation. Supervise discipline specific engineers on the Chief’s staff. Qualifications and Skills Basic Qualifications: BS degree in engineering or scientific discipline, from an accredited college or university with at least 15 years of experience in design engineering, science or other relevant types of engineering such as systems startup, field engineering or plant operation in large industrial plants, utilities, process plants, or engineering/construction firms.
or MS degree from an accredited university or college with at least 13 years of progressive related experience in the above-mentioned areas. Must be authorized to work and remain in the U. S. without sponsorship Minimum Qualifications: Excellent knowledge of Bechtel Engineering Department Procedures Prior Bechtel experience on a DOE/DOD, and commercial nuclear projects Prior licensing experience Prior work experience and supervision on a medium/large project in an engineering or scientific discipline. Experience working in, or coordination with other Disciplines Prior work experience being responsible for the engineering progress and performance reporting within a project earned value management system and trending program.
Strong applicable experience in project design/execution with previous demonstrated experience and ability in the specific discipline along with various types of systems associated with the different types of projects. Demonstrated experience in Microsoft office programs and other compute programs. Extensive knowledge and application of Codes and Standards. Excellent written and oral communication abilities along with effective presentation skills.
Demonstrated strong frontline leadership skills and emphasis on continuous improvement and team building and an ability to cope with conflicting deadlines, frequent interruptions and multiple tasks.
