team preparing to deliver the U. S. Ground Based Strategic Deterrent (GBSD) system of inter-continental ballistic missiles and launch infrastructure. GBSD is a vital U. S. Air Force program designed to modernize the nation’s aging force of inter-continental ballistic missiles, which make up the ground element of the nuclear deterrent. Position Summary Responsible for implementing and supporting the change control program requirements for project. This includes clear and thorough understanding of the scope, budget, and contract requirements, early development and coordination to document and backss the impact of scope and budget changes.
In addition, this role will prepare cost and schedule trends, baseline change packages, and assist the Control Account Manager(s) in the presentation of changes. The role also involves reviewing cost and schedule information for early identification of performance trends and educating the team regarding the importance of the change control program. Responsibilities Prepares timely trend and baseline change control packages. Conducts change control meetings for awareness among team members. Ensure change control checklists are prepared and resolves any deltas when trends/baseline change packages are implemented into the EVMS tools.
Prepares order of magnitude trend estimates for early warning trend preparation. Reviews cost and schedule reports for early identification of changes or variance to budget (quantity unit rate reports, staffing plans, monthly cost reports (direct/distributable), weekly/monthly quantity installation reports). Ensures trends are implemented into P6 and Cobra to the appropriate level of detail as required by departmental procedures/guidance documents. Qualifications and Skills Basic Qualifications Bachelor’s degree from an accredited university and at least 3 years of professional experience or, in lieu of a degree, a high school diploma or equivalent and at least 9 years of professional experience.
US citizenship is required per contract. Must possess active security clearance or an ability to obtain security clearance. Must be able to complete and pass a pre-employment drug screen and background check including verification of employment, education, and travel. Must be able to obtain site security badge for access to work site. Additional Qualifications Knowledgeable on engineering, construction and procurement work processes and performance rules of credit Skilled in oral and written communication.
Knowledge of construction customarily acquired over time through specialized instruction or practical experience. Experience in Project Controls with intermediary understanding of Project Controls general technical skills and tools. Flexibility to respond to urgent project requests and/or changing priorities. Preferred Qualifications Knowledge of professional staff and craft professional and subcontractor performance methods and reporting (Quantity Unit Rate, cost and commitment reporting, quantity tracking, staffing) Experience with change management such as baseline change proposals and trending.
Demonstrated ability to estimate and present cost analysis with supervision oversight using prior experience and judgment, knowledge using Cobra, Excel data related functions and analysis, and summary graphical layouts.
