At least 3 years of experience managing state and/or federal grant programs. Bachelor's degree from an accredited college or university in a related field. POSITION DESCRIPTION This is a highly responsible supervisory position in the Economic Self-Sufficiency (ESS) office under the ESS Director of Policy and Programs. The incumbent has the responsibility of directly supervising professional and support staff to ensure the overall outcomes of the assigned programs.
The incumbent has the responsibility for planning, coordinating, and implementing policies and procedures, and developing program operational standards necessary to implement statewide program activities. The incumbent is a member of the DCF DSNAP Disaster Response team and, in that capacity, may be required on short notice to perform duties and travel in support of disaster relief. During such events, incumbent may be required to work more than 8 hours a day. Duties Include: Manages and oversees the direction of the Supplemental Nutrition Assistance Program (SNAP) Education, SNAP Outreach and SNAP Employment and Training Program to ensure programmatic success.
Ensures that State Plans, federal financial and data reports and are filed timely and accurately. Ensures programmatic adherence to federal and state guidance and provides coordination and programmatic support to contracted providers. Manages and oversees the direction of the Temporary Assistance for Needy Families (TANF) program to ensure programmatic success. Ensures that State Plans, federal financial and data reports and are filed timely and accurately.
Ensures programmatic adherence to federal and state guidance and provides coordination and programmatic support to contracted providers. Formulates policies and legislative proposals related to programs and oversees the promulgation of any required administrative rules. Maintains current and detailed knowledge of laws, policies, regulations, and programs guidance effecting the designated programs. These primarily include federal and state statutes, State Plan, the grant requirements, and policy transmittals. Monitors grants for proper expenditure of funds and for achievement of established outcomes.
Supports the coordination of services between the ESS Program Office and other department program offices such as Family Safety, Homelessness, Adult Protective Services, Substance Abuse/Mental Health, Child Care, Domestic Violence, and Budget Office. Performs other duties as needed. KNOWLEDGE, SKILLS & ABILITIES: Knowledge of state and federal policies, practices, and procedures necessary for ESS programs. Knowledge of basic management principles and practices. Knowledge of the methods of data collection and analysis. Ability to supervise people. Ability to determine work priorities, assign work, and ensure proper completion of work assignments.
Ability to communicate effectively, both orally and written; ability to establish and maintain effective working relationships with others. Ability to backss budgetary needs. Ability to formulate policies and procedures. Ability to understand and apply applicable rules, regulations, policies, and procedures relating to operational management analysis activities. Ability to collect, evaluate, and analyze data to develop alternative recommendations, solve problems, document work and other activities relating to the improvement of management and operational practices.
Ability to conduct fact-finding research. Ability to solve problems and make decisions.
