resilience planning and project implementation as well as creating a framework for a cohesive, coordinated approach to address the impacts of sea level rise, effects of intensified storms and localized flooding.

Pay: $48,140.46 to $50,000.00 Your Specific Responsibilities: In carrying out the duties of this position, the incumbent is expected at all times to be aware of and abide by the Department’s Standards of Conduct, as well as any and all departmental and/or work unit rules, directives, policies, procedures, and/or general orders applicable to performing the duties of this position. This position will evaluate, coordinate, and consult with the staff of the Resilient Florida Program.
Analyze financial information in disbursement/payment requests for the Resilient Florida Program, including reviewing requests for mathematical accuracy, proper documentation of costs, and compliance with program, agreements and regulations. Prepare disbursement/payment authorization forms and maintain account ledger of disbursement payments for individual grant and contract projects. Coordinate with grant or contract manager regarding disputed items and counseling project sponsor representatives and/or their consultants on fiscal issues; advises them on program rules and policies.
Coordinates the analysis of grant and contract monitoring by preparing and reconciling weekly FLAIR reports. This includes reconciling mathematical accuracy, proper coding of amounts and posting to the program databases. Use database and spreadsheet software to complete reconciliations. Coordinates analysis of variances in reporting and monitors revisions to data. Coordinates the analysis of grant and contract documents by conducting pre-execution budget analysis and verification of grant documentation. Conduct post execution analysis of grants and contracts by verifying encumbrances, project numbers (if applicable), and information input into the DFS FACTS webpage.
Consult with federal, state, and local officials on matters applicable to the program. Provide technical assistance, consultative services and direction for development, implementation, and evaluation in public agencies and local governments with regard to grant funds. When necessary, travel may be required to conduct on-site observation to ascertain unit functions, work performed, methods, and personnel used or to provide in-person trainings as directed by the Program. Prepare correspondence and memoranda; provide policy and program administration recommendations; prepare documentation for official project files.
Maintain various section databases. Prepare and compile data for legislative budget requests and long-range program plans for planning and funding request documents, submitted to the Governor and Legislature annually for funding consideration and to comply with statutory requirements. Prepares and/or edits standard operating procedures for the section. Performs other duties as assigned. Required Knowledge, Skills, and Abilities: Knowledge of basic management principles and practices.
Knowledge of the methods of data collection and analysis. Knowledge of applicable computer applications and basic computer functions. Knowledge of and ability to interpret and apply related federal, state, and local laws, ordinances, rules, and regulations. Knowledge of and ability to interpret and apply related policies, procedures, principles, and practices. Ability to review and monitor policies and procedures for compliance with applicable requirements. Ability to evaluate and analyze data relating to grant management activities. Ability to compile, review, and reconcile financial data for accuracy, completeness, and compliance.
Ability to understand and apply applicable rules, regulations, policies, and procedures relating to grants management activities. Ability to develop and organize data into logical format for presentation in reports, proposals, and other written documents. Ability to utilize problem-solving techniques. Ability to work independently. Ability to plan, organize and coordinate work assignments. Ability to communicate effectively. Ability to establish and maintain effective working relationships with others. Required or Preferred Qualifications: A Bachelor’s degree from an accredited university or college; or any combination of post-secondary education or verifiable related experience, as described in this posting, for a total of four years.
