(In accordance with current spending restrictions, an internal promotion into the position will be filled at the minimum of the pay grade or up to 5% of the employee’s current rate, whichever is higher. ) DESCRIPTION : This position will serve as a Junior Business Analyst

in the Project Management Team providing necessary coordination, guidance and documentation for identifying, monitoring and tracking business requirements, issues and risks throughout the project management process while working on the Florida Palm Project.

DUTIES AND RESPONSIBILITIES : Responsibilities, duties, and activities may include but not limited to the following: Develop strong relationships with Business and Technical groups as well as with our end users to improve IT services, support, and customer satisfaction. Gain an understanding of the organization’s business process and perform through determination of user needs at system and/or process level. Design and document technical

solutions to the user needs utilizing the most appropriate tools available.

Documentation should use a variety of business analysis modeling techniques including but not limited to flowcharting, use cases and use case diagrams, user stories, and requirements traceability matrices. Develop use cases to explain/demonstrate business requirements/specifications to the Application Development. Flesh out details of a business solution, which requires a good understanding of how t echnological solutions are implemented. Work closely with Finance & Accounting group and Applications Developers in building Applications for the Palm Project. Develop Test Scripts utilizing comprehensive business requirements.

Testing developed applications and validate the applications meet the business requirements. Work on more than one project at a time and hence constantly re-evaluate priorities and deadlines. Participate in the development and review of policies, procedures, and standards within the Bureau of Information Technology. Work in cooperation with Project Manager, Senior Business Analyst and Developers. MINIMUM QUALIFICATIONS FOR THIS POSITION INCLUDE THE FOLLOWING REQUIRED ENTRY LEVEL KNOWLEDGE, SKILLS AND ABILITIES : Ability to deal effectively with people.

Ability to backss business requirements. Good writing skills – must be able to present technical information in a written form that is clear and understandable to technical and non-technical stakeholders. Ability to document activities and complete paperwork. Ability to plan, organize and coordinate work assignments. Ability to prioritize assignment. Ability to meet established deadlines. Ability to communicate technical issues clearly and concisely. Ability to complete forms and documents accurately. PREFERRED QUALIFICATIONS : A bachelor’s degree from an accredited college or university and three years of experience.

Experience in IT Projects as a Business Analyst or related duties. Experience in eliciting and documenting business rules and/or processes. Experience in Microsoft Visio or similar tool to draw Visio diagrams, Process Flows and Flow Charts. Experience in Balsamiq or similar tool to create prototypes.
