Main Purpose & Function The Integrated Sewer and Drainage Planning Branch provides sewer and drainage planning, modelling and monitoring expertise to the Urban Watersheds, Sewers and Drainage division, and other City departments. The City’s approach to holistic and
integrated water management is evolving, but the vision is to embrace and value all forms of water and our natural system as a foundation for our work. Our team’s approach to achieving the vision is to focus on developing an understanding of the current system operation, defining the broader project objectives (e.
g. water quality, climate resiliency), and identifying the combination of solutions (e. g. green rainwater infrastructure, pipe upgrades) to meet these objectives. The position reports to the Assistant Manager, Integrated Sewer and Drainage Planning Branch and supervises staff comprised of Civil Engineer I and Engineering Assistants. The position works closely with other Engineering
branches such as Development, Water Resources Management, Sewer and Drainage Design, Green Infrastructure Implementation, and Healthy Waters Planning.
This position will also work closely with other City departments such as Planning Urban Design and Sustainability, and Vancouver Board of Parks and Recreation. Specific Duties & Responsibilities Develops scopes of work and work programs to meet division objectives or outcomes Manages a team responsible for developing hydrologic/hydraulic models, sewer and drainage servicing plans, and the City’s planning processes and tools Manages budgets, including working closely with Engineering Finance on adjustments and annual reporting Develops Request for Proposals (RFP) and Request for Quotations (RFQ), completes the procurement process, and manages project management responsibilities for awarded projects (including but not limited to budget and schedule tracking, ensuring invoices are paid) Collaborates with internal branches on land use planning, development inquiries, capital planning, and other planning processes Provides leadership and guidance to staff, including hiring, assigning responsibilities, evaluating and reporting on performance, coaching, mentoring, training and development Manages a team that prepares neighbourhood or large-scale area master plans in support of land use plans and other major initiatives; Infrastructure to be planned includes, but is not limited to, sanitary and stormwater mains, green infrastructure, and sanitary and drainage pump stations Works with other teams in the branch & division to develop long-range plans and policies for the sewer and drainage systems including green infrastructure Works cross-departmentally with staff from Planning, Parks Board and others to develop sewer and drainage master plans that integrate solutions/projects and optimize City investments Develops capital plans to feed into the Utilities Development Cost Levy (UDCL) program, public benefit strategies, and other City capital planning processes Works closely with the Green Infrastructure Implementation, Development Water Resources Management, and Sewer and Drainage Design branches on the implementation of the master plans Represents the City with internal branches, outside agencies and Metro Vancouver in the development of Integrated Sewer and Drainage Plans, to align modelling and monitoring practices and standards, to discuss operational issues and improvements, and to ensure that regulatory responsibilities are adhered to Other duties/responsibilities as assigned Qualifications Education and Experience: Bachelor’s degree in Engineering with a Professional Engineer designation and minimum of eight years’ related experience in hydrology, hydraulics, utility modelling, utility planning, and project management, or an equivalent combination of education, training and experience Registration or eligibility to register as a Professional Engineer in British Columbia Knowledge, Skills and Abilities: Sound technical knowledge and understanding of engineering principles related to hydrology and hydraulics, and planning, design and construction of sewer and drainage systems Sound technical knowledge and understanding of hydrologic/hydraulic modelling tools and procedures, and monitoring data analysis Strong organizational and time management skills Excellent leadership skills with the ability to motivate, engage and mentor staff Excellent communication (oral and written), interpersonal and presentation skills Ability to write effectively, organize and maintain project documentation, prepare status reports and summaries Ability to develop and maintain positive, productive relationships at all levels in the organization and external stakeholders Ability to analyze and solve problems and make decisions or make recommendations based upon thorough analysis of facts Ability to reconcile differing perspectives, develop consensus, and secure cooperation and support from both stakeholders and team members Ability to research, analyze, estimate, and present recommendations for a variety of engineering projects Ability to manage change and assist others with adapting to change Where operationally appropriate and subject to change, the City of Vancouver has a Flexible Work Program.
