Inspects industries, houses, and property for violations of wastewater discharge, in order to abate and control the discharge of pollutants into the City of Tomball's sewer system and/or environment. Ensures all TPDES requirements related to approved pretreatment programs are accomplished on a monthly, quarterly, semi-annual, and annual basis as required. Initiates enforcement actions and
oversees investigation of violations and when necessary, prepares materials and reports for prosecution of violations; may provide expert technical testimony. Manages grease and oil reduction program by monitoring, inspecting and enforcement for noncompliance by commercial establishments.
Prepares reports required by the Texas Commission on Environmental Quality, demonstrating permit compliance. Conducts and records chemical tests on wastewater and water samples to monitor and ensure compliance with associated permit levels; analyzes data and prepares reports. Prepares and maintains sampling equipment; prepares sample containers for field use, picks up and drops off samples; repairs and
maintains various equipment including flow meters; samplers; PH meters and other related equipment.
Interacts with industrial facility engineers and safety officers to backss operational process, compliance with environmental regulations, and areas where additional pollution prevention measures may be needed. Manages the water backflow prevention program and maintains associated records. Reviews new commercial and industrial development plans. Manages and assists in the implementation of TCEQ Lead and Cooper Rule compliance. Conducts community outreach to educate residents and businesses on environmental issues. Performs other related duties as assigned. JOB REQUIREMENTS: Required Education, Experience and License: Bachelor's Degree from an accredited college or university with major course work in Chemistry, Biology, Environmental Services or related field and Three years of experience in industrial pretreatment or water/wastewater laboratory experience, or Any combination of related education, experience, certifications and/or licenses that results in the ability/skill to successfully perform the essential job functions of the job.
Knowledge, Skills, and Abilities : Valid Texas Driver's License with driving record that meets City guidelines or ability to obtain within 30 days.
Knowledge of principles and practices of program development and administration of an Industrial Pretreatment Program. Knowledge of operations, services and activities of a comprehensive industrial waste monitoring program, including fats, oils, and grease programs. Knowledge of Federal, state, and local laws and regulations related to the protection of wastewater collection and wastewater/water treatment plants. Knowledge of the fundamentals of chemistry, biology, and mathematics. Knowledge of operational characteristics of mechanical and hydraulic equipment found in water and wastewater treatment plants and lift stations.
Knowledge of hazardous chemical properties used in water and wastewater treatment. Ability to interpret and apply Federal, state, and local policies, laws, and regulations. Ability to collect samples, perform laboratory tests, complete analysis and interpretation of data and reports. Proficient is the use of personal computers, Microsoft programs and other related software programs. Ability to establish and maintain effective working relationships with City staff, elected officials, advisory board members, developers, contractors, and the general public.
