We are seeking a Program Manager responsible for leading all aspects of ORNL’s Renewables, Renewables to Grid Integration, and ARPA-E Programs. In this position you will report to Associated Laboratory Director in the Energy Science and Technology

Directorate. You will work in close coordination with ORNL Division Directors, Section Heads, Group Leaders, other Program Managers, and technical staff. You will be responsible for developing strategy, proposing work and executing related R&D, demonstration, and deployment programs.

Main Duties / Responsibilities: Lead strategic and business planning, business development and relationship management, and program execution for renewables, renewables to grid, and ARPA-E technologies at ORNL. This includes work sponsored by the Department of Energy’s Energy Efficiency & Renewable Energy (EERE) Office of Renewable Power and the Advanced Research Projects Agency – Energy, as well as related

work sponsored by others through Strategic Partnership Programs, User Agreements, and Cooperative Research and Development Agreements.

Closely work with other ORNL program managers to enable renewable energy integration opportunities by leveraging projects/programs within other program areas – namely Office of Electricity. Manage and prioritize the budgets of the EERE Office of Renewable Power including – Solar Energy Technologies Office, Wind Energy Technologies Office, Geothermal Technologies Office, and Water Power Technologies, as well as ARPA-E. Lead FOA responses for the relevant programs. Direct and lead the development of the relevant Annual Operating Plans.

Ensure sponsor technical milestones/quality and financial management expectations are met or exceeded, including mid-year and end-of-year reviews as prescribed by the sponsor Compile quarterly accomplishments for the Performance Evaluation and Management Process (PEMP) leading to ORNL Annual Report. Provide program oversight to maintain relevant aspects of ESTD user facilities. Mentor PIs and other staff to encourage career development, safe work environment, and maximum productivity. Ensure compliance with environmental, safety, health and quality program requirements. Interact with DOE Program Managers and provide leadership to the program development at ORNL in the outlined technology areas.

Basic Qualifications: Bachelor’s degree preferably in project management, computer science, business management, information systems, or related disciplines. role is responsible for advancing ORNL’s aspirations to be a national leader and key resource in US plans for accelerating fusion energy development. These aspirations are founded on world-class technical capabilities in plasma physics, fusion materials, and fusion technology combined with project excellence through the US ITER Project Office and Materials Plasma Exposure e Xperiment (MPEX) efforts.

The Division Director will be responsible for developing and delivering a vision that brings together capabilities from across ORNL to deliver understanding and solutions that simultaneously advance fundamental capabilities and address the needs of an emerging fusion industry. ORNL is a well-positioned

US and world leader in fusion energy with core strengths residing in FED, FFESD, and throughout the Lab. In addition to a diverse set of research and development (R&D) capabilities that are solving the most challenging aspects of fusion energy development, ORNL has multiple partnerships with private fusion companies in the development and execution of their technology roadmaps.

Working with DOE Fusion Energy Sciences (FES) and with ALDs and Division Directors from sister organizations in the Lab, the incumbent will be responsible for ideating, developing, and executing a multi-faceted R&D program that supports the nation’s long-range plan for fusion energy development. We are seeking a skilled Project Manager for the High Flux Isotope Reactor (HFIR) Upgrades Project Office to lead the Reactor Pressure Vessel Replacement (RPVR), a $700M+ DOE project that will enable long-term operations (LTO) of the reactor and enable significant scientific opportunities to the

nation. The RPVR project is composed of equipment design, construction, procurement, assembly, installation, and commissioning as a DOE Hazard Category 1 Nuclear Facility.

HFIR provides one of the highest steady-state neutron fluxes of any research reactor in the world. The thermal and cold neutrons produced by HFIR are used for research into the fundamental properties of materials, including biological and engineered materials, enabling researchers to make scientific discoveries and address some of the biggest challenges facing society today. Completed in 1965 and operating at 85 MW, HFIR is the strongest reactor-based neutron source in the United States and is home to neutron scattering

research facilities used for fundamental and applied research on the structure and dynamics of matter.

ORNL is preparing to replace HFIR’s pressure vessel, along with other key reactor core components, to sustain and enhance HFIR’s operational performance. This exciting project will enable ORNL to continue providing the Office of Science with essential isotopes production and research and development to meet the ever-growing demands of the United States’ research, medical and national defense needs. Ensuring long-term operations of this critical asset is thus essential to continued U. petitiveness. Purpose: The Project Manager works with the HFIR Upgrades Project Office Director to provide management oversight of the RPVR technical systems, ensuring that scope, budget, and schedule performance objectives are achieved on time and within budget, in a safe and environmentally compliant manner.

Job Duties and Responsibilities: Responsible to the Project Director and the Program Management Group Lead to oversee and facilitate all project actions, to include design, acquisition strategy, contractor selection, engineering, construction, and commissioning of the work effort. Forms, motivates, and manages a diverse, integrated project team to deliver the project on budget, on schedule, and within scope.

Works closely with Research Reactors Division (RRD), Neutron Scattering Division (NSD), and the Neutron Technologies Division (NTD) in the Neutron Sciences Directorate (NSc D) to ensure the successful execution of the project scope. Identifies and defines the project scope and is responsible for managing the project work breakdown structure, schedule, cost estimates, actual costs, risk register & risk analyses, earned value reporting and baseline change control.
