Job Summary: Raytheon is seeking a Deputy Chief Engineer (DCE) to assist the Chief Engineer (CE) in assisting the CE with their responsibility to provide overall engineering execution and performance of the programs, which includes technical, schedule and financial performance of the engineering teams and supporting program growth.
The main area of emphasis for support will be programmatic to include cost account management/earned value,
staffing, IMS development to ensure all aspects of engineering execution (i. e. technical budget, cost, schedule, performance and metrics). The DCE must be able to step in for the CE when necessary to include internal boards/meetings (i.
e. engineering review boards, configuration control boards, risk and opportunity boards) and external meetings (i. e. technical interchange meetings and customer meetings). You will be part of the Office of Chief Engineer team executing the technical scope of the program as well as interfacing with personnel from other organizations and represent the program at various review and meetings when necessary. Responsibilities to Anticipate: • Establishing,
maintaining, and reporting financial performance metrics and engineering staffing plans ensuring alignment to planning and forecasting efforts • Establishing and managing a product vision, strategy, and goals to align the Program with the Customer and facilitate conflict resolution • Identifying project, enterprise and technology needs affecting the definition of the appropriate lifecycle model and uses these in decision making • Supporting technical interchange meetings with program management and the customer and represents the organization in matters pertaining to the development of the project • Developing program growth strategies and supports capture/proposal efforts • Establishing and maintaining the program technical baseline Job Location: Aurora, CO Clerearance : Active TS/SCI " Active and transferable U.

" Basic Qualifications: Experience with Cost Account Management, Earned Value Management Experience in an Agile and Dev Ops development environment 10+ years of experience with engineering roles and functions, with specific experience in one or more of the following areas: systems integration, operations concept development, requirements engineering, functional analysis/synthesis, interface definition and control, and/or verification and validation Demonstrated experience leading engineering teams and providing technical direction and clarification to a wider team, such as systems engineers, software development teams and integration and test personnel Experience with proposals Experience establishing and maintaining good working relationships with all levels of the organization, including Government customer, IPT leadership, and support organizations Excellent verbal and written communication skills, including negotiation skills to communicate status, issues, and resolution plans across all major stakeholders including Raytheon senior stakeholders, customers, and major subcontractors Ability to quickly come up to speed on technical and administration efforts currently underway Knowledge/experience with satellite mission direction and command and control Experience working collaboratively with matrixed organization to ensure the program is properly staffed at all phases of the program with personnel that have the right skill sets and RTN values Experience with the Microsoft Office suite Preferred Qualifications: Experience in Satellite Command/Control, Mission Management or Flight Dynamics domain Experience leading a diverse engineering team Experience working in a multi-discipline environment Experience with Ground Systems Integration Experience working BOE development Education Requirements: Typically requires: A University Degree or equivalent experience and minimum 8 years prior relevant experience, or An Advanced Degree in a related field and minimum 5 years experience B.
