supports the Deputy Chief Engineer by leading the multiple Sub-Division Assistant Division Engineers in the Electric Traction discipline for the New York Division.

It has overall responsibility for leading all aspects of the Electrical infrastructure in the New York Division including ensuring safe work practices, overseeing asset inspection and maintenance processes, administrative oversight, leading the Non-Agreement and Agreement workforces, budgetary management, and communications with senior leadership as well as internal and external partners and stakeholders. The Deputy Division Engineer position requires 24/7 availability to oversee an around the clock workforce, lead the restoration

of service due to railroad emergencies, and provide technical expertise to day-to-day Operations as required.

ESSENTIAL FUNCTIONS: Drives improvement in safety performance of the Division through effective communication, direct oversight of safety activities, leading sub-division managers, and coaching of direct and indirect reports, as appropriate. Leads the maintenance activities for all Electric Traction infrastructure in the New York Division in a manner that ensures a safe and dependable environment for train operations while working within the limitations of the annual operating plan. Responsible to ensure the Assistant Division Engineers and their subordinates have all aspects of their infrastructure meeting or exceeding current Amtrak standards and comply with all relevant regulatory requirements and standards.

Collects and develops the recommendations for the Capital Program that targets investment in critical priorities and drives improvement in the overall safety and reliability of the Division infrastructure. Ensures all Divisional Capital Projects are initiated and delivered in accordance with scope, schedule, and budget. Oversees and be actively involved in the planning and monitoring of daily/weekly work plans to ensure proper prioritization, efficient utilization of limited resources (including track usage, force account, equipment, etc.

), and effective execution of the work. Also, prioritize work where there may be conflicts. Must be intricately involved in the development of work activities, funding, spend plan and the project schedule. Coordinates projects with other departments, control force levels on the division by advertising/abolishing craft positions. Provides input to the Safety and Emergency Response Plans for the Division. Implements safety plan for the prevention & elimination of personal injuries and hazardous conditions on the right-of-way.

MINIMUM QUALIFICATIONS: Bachelor of Science Degree in Electrical Engineering Construction Management, or related field with a minimum of 9 years’ experience in purchase, materials planning or related field. In lieu of education, a minimum of 13 years of relevant work experience, or equivalent combination of education, training, and work experience. Qualified or possess sufficient experience to be qualified in: NORAC, AMT II, RWP, and applicable FRA/Amtrak Rules and Regulations. Expert level knowledge and experience in all facets of Catenary, Substation and 3rd Rail inspection, maintenance, and construction, as well as working knowledge of other crafts involved.

Demonstrated experience as Assistant Division Engineer or equivalent position in the crafts involved. Knowledge of railroad production and division operations and Amtrak divisional operating process and procedures related to railroad operations. Demonstrated experience in planning, scheduling, and budgeting capital maintenance activities for the railroad. Demonstrated knowledge and applied experience in railroad operations, operating rules, and divisional operating processes and procedures.

Possess expert level knowledge of and ability to apply Federal Railroad Regulations including Roadway Worker Protection and those pertaining to Amtrak’s Electric Traction regulations. PREFERRED QUALIFICATIONS: Master of Science Degree in Electrical Engineering, Construction Management, or related field with a minimum of 11 years’ experience in purchase or materials planning or related field. In lieu of education, a minimum of 15 years of relevant work experience, or equivalent combination of education, training, and work experience. Licensed Professional Engineer or ability to acquire.

Held craft positions(s) performing Electric Traction inspection, maintenance, and construction. Leadership experience in the following areas: technical and craft supervision. Experience in planning, scheduling, and managing large scale multi-faceted capital programs around live railroad operations. Demonstrated skills using PC-based spreadsheet (Microsoft Excel, Access), Microsoft Word, Power Point, and Outlook. Excellent written and verbal communication skills. Must be able to interface with all levels of employees and both external and internal customers. Must be skilled and experienced with MS Office, creating spreadsheets, presentations, memorandums, and utilizing other applications to perform job functions.

Demonstrated effective communication skills both written and verbal; skilled in delivering presentations within and outside of the organization. Demonstrated skill and ability utilizing effective time management and delegating work to others. Must be able to interface with all levels of employees and both external and internal customers. Demonstrated ability to understand and apply collective bargaining agreements WORK ENVIRONMENT: Position is responsible for 24/7 operation- fast paced environment with frequently changing priorities.

Available to work at various times to support railroad operations as needed including nights and weekends. Combination of office and field environment working in all weather conditions. Travel: 35% COMMUNICATIONS AND INTERPERSONAL SKILLS: Must have excellent oral and written communication skills. The salary/hourly range is $149,000 - $193,644. Pay is based on several factors including but not limited to education, work experience, certifications, etc. Depending on an employee’s assigned worksite or location, Amtrak may consider a geo-pay differential to be applied to the employee’s base salary.
