A seasoned Sr. Proposal Specialist will be able to confidently and proactively lead, steer, and help the proposal/bidding team towards preparing a compliant, high-quality proposal. They will contribute to the written proposal - both in terms of content and presentation of the
written document. They will ask questions, listen actively, and collaborate and direct effort where it is needed to keep the team abreast of any RFP/solicitation changes.
They will also provide general updates on the status of the document. Having the ability to assimilate knowledge quickly, and identify useful and relevant data from superfluous information while staying organized, thinking strategically and having the confidence and leadership skills to organize multiple documents, and keep virtual stakeholders motivated and engaged will be important. A DAY IN THE LIFEReporting to the Proposal Director, this role supports the MES division. As a key member of the Proposal team, this role will be responsible for a full range of activities including: Proposal Writing Identify opportunities using approved lead sources (as and when applicable).
Organize/schedule frequent, ongoing formal Go/No Go calls. Facilitate and/or participate in GNG calls as appropriate. Attend pre-planning meetings for strategic, large and/or important opportunities is important for this role. Establish and track assignments with due dates, escalate when needed (avoid the element of surprise for the team and the Center Director/Manager). Collect responses and content, maintain document and version control and compile the final work product for the team to review.
Work directly with MEG personnel or independently to draft accurate, concise, customer-focused content, complying with client requirements and any formal Requests for Proposals. Collaborate with MEG personnel (e. g. consultants, subject matter experts, engineers, PM's Marketing and Sales Leads and Operational/Business Leads to review, edit and develop new proposal content. Translate technical concepts and scopes of work into compelling written or visual material while ensuring a compliant, quality product is delivered to the client on time. Write proposal verbiage, proofread and edit existing material, manage content libraries, create assignments, and manage and lead proposal teams to complete assignments.
Research opportunities and customer needs to help the team develop meaningful value propositions. Understand and resolve complex technical strategic and business issues. Proactively conceptualize and develop strategic solutions and win themes for task order proposals. Serve as the main point-of-contact to consultants and other members of the business development team to address proposal concerns and get (private and public-sector) proposal completed.
Review the proposal content to ensure the technical approach and qualifications statement are responsive to clients' stated goals and needs. Manage or lead virtual bid teams to complete SF330 Architect and Engineer qualifications statement (as and when needed). Conduct debrief calls for lost bids (as and where applicable). Conduct lessons learned as needed (x3 per quarter per Proposal Process SOP). Center Improvements and Infrastructure Building Participate in the development of improvements to a proposal repository system, update bios and resumes of key personnel, and create bios where they are missing.
Take the lead on developing new collateral, revising, updating and/or creating boilerplate SOQ/proposal material, and sector specific experience profiles or project profiles/case studies. Help the Center Director capture agreed-upon ROI metrics. Develop proposal file structures on shared drives or cloud-based servers to enable others to access successful proposals and ensure drafts are saved for the internal proposal teams to review and access. Professional Development Goals Provide and ensure there is a supportive and collaborative atmosphere for junior writers/coordinators to learn and thrive.
Leverage innovative and forward-thinking approaches to proposal/SOQ production/process. Apply attention to detail and drive accuracy and quality on proposal/SOQ production/process. Apply knowledge of Microsoft Office and Adobe to improve proposal/SOQ production/process. The successful candidate will be a collaborative team player and embrace a growth mindset to support the region's continued progress. The ability to be creative and flexible, while taking instruction, direction and feedback from the regional VPs, Principals, the Proposal Center Director and other relevant stakeholders, is important.
YOUR EXPERTISE AND SKILLSTo perform this job successfully, individuals must be able to perform each duty and responsibility satisfactorily. The requirements listed below are representative of the knowledge, skill, and/or ability required. Educational and Skill Requirements A bachelor's degree in English, Marketing, Business Administration, or Journalism, etc. Minimum of 5 years handling proposal requests and coordinating with staff to prepare responses. At least 3 years of experience with public sector(municipal, state, federal) proposals is preferred.
Strong writing, editing, and proofreading skills are essential. Attention to detail and eye for accuracy and quality. Knowledge and experience using RFP Management Systems is preferred. Process-driven with a passion for continuous improvement. Knowledge of Microsoft Office, particularly Word, Excel, and Power Point, is a must. Exceptional organizational skills, attention to detail, and ability to work under tight deadlines. The successful candidate will be motivated and a quick learner, able to work both independently and as team player on the Marketing team. Ability or willingness to balance multiple competing priorities, meet deadlines, and be responsive and thrive in a team environment.
Strong verbal and written communication skills. Ability to communicate with all levels of the business. Ability to interface and effectively work with various groups and cultures involved (partners, government, agencies, contractors, operations, etc. ), and gain alignment to achieve objectives. Ability to serve as a 'coach' and mentor to more junior members of the team Technical Skills Demonstrated knowledge of a variety of computer software applications in word processing, spreadsheets, document and database software (MS Office, Word, Excel, Power Point and Adobe Acrobat).
Familiarity with Loopio, Excel, and Sales Force is highly preferred.
