The Director of Product (state government Medicaid systems) within Optum State Government Services will lead Solution Architecture efforts in response to Request for 'x' (RFx) from state healthcare agencies.

Responsibilities are aligned with the role of Sales Solution Architect (SSA) and include leading the entire bid team for all things technical and guidance on business delivery and operations. The SSA designs the proposed product solution and leads the

technical SMEs to prepare scaled diagrams of software, tools, applications, environments, integration points, etc. with state and vendor systems to meet the RFx requirements.

The SSA leads the solution workstreams and ensures the applicable technical SMEs are assigned and responsible for providing costs and writing as required for the proposal. The SSA ensures the RFx requirements are addressed by the team and the entire bid team, including writers and leadership, understand the solution being proposed. The SSA partners with the Delivery and Operations teams so that the overall solution is aligned with the RFx and Optum's approach. You'll enjoy the flexibility to work remotely from anywhere

Primary Responsibilities: Solution Architect: Evaluate RFx requirements and work with the proposal team to submit questions to the State Work with all necessary stakeholders to design a comprehensive, winning solution that also aligns with our Products and experience as well as stays withing the calculated Price to Win Drive all aspects of the solutioning tasks, including: identify and monitor response narrative; cost solution components; coordinate with the Product team; communicate status to the proposal Capture team; manage solution risks and issues; work with appropriate 3rd party vendors for both technical and business components Lead and present architecture related topics during Orals presentations Document and transition responsibility to the Account Team once business is won Continue to support Customer Account team on any architecture related change orders or modifications Support Sales team with product and architecture subject matter expertise in pre-sales activities Work with the Marketing team to support any assets that are delivered to either the Sales team or outside prospects Support Capture planning activities pre-procurement, which includes identifying potential solutions and integrations, participating in the identification of 3rd parties that might strengthen our proposals, and conducting competitive analysis of solutions and components Technical Leadership: Stay current on and introduce technical innovations that are relevant to our products and market, including evolving Medicaid and healthcare technologies, cloud services and Saa S applications, and industry best practices Lead solutioning and product conversations with Delivery organizations, Product Development and Architecture teams Facilitate decisions related to architecture design, integration, and costing Build relationships across the Optum enterprise to ensure best use and value from enterprise solutions and assets Apply solution architectures that drive Service Level Agreements (SLAs) and Key Performance Indicators / Metrics (KPIs) Product Development Engagement: Provide feedback to the Strategic Product Owner on market trends related to Provider Enrollment, Call Center, Claims, MMIS or HIX solutions.

Years of post-high school education can be substituted/is equivalent to years of experience Required Qualifications: 10+ years professional experience in supporting Provider Enrollment for a Medicaid Program, State Government Call Center, Medicaid Claims processing, MMIS or Health Insurance Exchange and State Government Integrated Eligibility solutions 5+ years working with State Health and Human Services agencies - such as Medicaid 5+ years of experience providing strategic consulting as the primary point-of-contact & interface between Applications Delivery, Product, and Customer Account teams 5+ years of experience of solution architecture development including solution design, integration and costing for Provider Enrollment, Call Center, Claims, MMIS or HIX solutions 2+ years of experience supporting the development of cost and technical proposals for Government Healthcare opportunities Preferred Qualifications: Master's or higher degree in applicable field(s) (Solution Architecture, Healthcare, etc.

) Industry Certification in applicable technologies or disciplines such as Cloud Architect, Project Management Professional, etc. Prior role in Medicaid program delivery or operations California, Colorado, Connecticut, Nevada, New Jersey, New York, Rhode Island, or Washington Residents Only: The salary range for California, Colorado, Connecticut, Nevada, New Jersey, New York, Rhode Island or Washington residents is $118,000 to $226,800 per year.
