You will be a key member of a team that works closely with the Program Manager and technical leadership to develop solutions for an Enterprise Ground System. In this role you will provide engineering leadership for development and integration, incorporating best practices and lessons learned from other relevant programs. The approach to systems engineering for the MEO Track Custody (MTC) program embraces
model-based systems engineering (MBSE), where a single digital model serves as the Authoritative Source of Truth (ASOT) for all vendors across the entire development lifecycle.
Engineering documentation such as requirements, interface control documents, verification plans, architecture diagrams, and service implementation details are generated from this centralized model repository. The model integrates with spacecraft vendor models, to ensure end-to-end interoperability and effective communication across all stakeholders. Clearance and Background Requirements: U. S. Citizenship is required with a willingness and ability to get a Do D Secret clearance. Active Do D Secret clearance or higher is preferred.
Passing a pre-employment background screen is required. Responsibilities: As the Chief Engineer/Architect you will: Set the tone for integrated space and ground engineering execution for the program. Be responsible for the development of system architectures, including complex systems, and systems design activities. Optimize processes and drive standard methodologies across the program to balance execution risk with shortened delivery schedules and optimized cost. Perform complex software design activities integrating multiple technologies. Assist the Program Management office with providing the program and customer with architectural guidelines for all system and software design activities.
Maintain state-of-the-art knowledge of technologies, planning, design, and analysis methodologies. Be responsible for the design and architectural guidelines for current and future technological activities. Guide architecture trades to search and find balanced technical, schedule and cost solutions for the customer. Lead MTC ground segment systems engineering to include requirements derivation, mapping to architecture, developing high-level design, ICDs, CONOPS, use cases, detailed design, and capturing in design configuration-controlled artifacts and documentation.
Tailor processes, methods, tools, and metrics as required for program unique requirements. Serve as a technical point of contact for engineering with the customer and other systems integrators. Serve as the program liaison for System level reviews. Mentor technical teams comprised of Systems Engineers, Infrastructure and Software Engineers, IV&V Engineers and Operations support through the full product lifecycle. Required Technical Qualifications and Skills: Bachelor's degree in engineering or an equivalent technical/scientific discipline and 15+ years of experience.
Significant technical and leadership experience with demonstrated expertise in systems engineering and integration. Significant experience deriving requirements into a program development roadmap. Experience identifying technologies and applications and defining solutions for incorporation into highly secure and resilient architectures. Experience working full system lifecycle between product teams to decompose system-level requirements and establish program features for development through transition to operations following the program development roadmap.
Experience providing technical oversight and coordination of the engineering resources necessary to evaluate and resolve issues, including coordination of external expertise. Experience with Model Based Systems Engineering (MBSE). Experience in modeling and simulation (M&S) and CAMEO systems modeler for those supporting M&S. U. S. Citizenship. Candidates who have one or more of the following skills will be preferred: Working knowledge of Overhead Persistent Infra Red (OPIR) systems and architecture. Demonstrated experience with development, assembly/integration/test, readiness, and operations of space systems.

Experience in modern software product development and integration. Experience managing and delivering balanced technical, cost and schedule requirements for a program critical to national security. Experience with leading multi-disciplinary teams and leveraging a large Enterprise, under their leadership, to solve complex development or design issues. Experience in the failure resolution/remediation process leading to success. Demonstrated experience and success supporting proposals and ECPs Highly developed critical thinking and problem-solving skills.
